Wherever two or more candidates have secured equal aggregate marks, i.e.
written plus assessment of service records marks together, the tie cases
have been resolved in accordance with the following principles approved by
the Commission:
(i) the candidate securing more marks in the written total will be ranked
higher;

(ii) if the marks at (i) above are equal, the candidate securing more

marks in “Paper-II : Procedure of Practice in the Govt. of India

Secretariat and attached Offices and General Financial and Service

Rules duly taking into account the requirement of relevant categories
of services” and “Paper-III : Noting and Drafting, Précis Writing” put
together will be ranked higher;
(iii) if the marks at (i) & (ii) above are also equal, then the candidate
securing more marks in “Paper-III, i.e., Noting & Drafting, Précis
Writing” will be ranked higher;

senior in age will be ranked higher; and
