leader to be the Prime Minister.

and constitutional importance. They have a responsibility to achieve the possible way for the
integrated and maximum development of the society.

the executive. Why, do you think, is it so necessary to control the executive?

Answer. The parliamentary form of government is based upon the basic idea of coordination
and cooperation among the legislative and executive organs of the governance. The stances
have provided us with the evidence that the parliamentary form of government can result in the

structure. The hegemonization of the Legislature upon the executive is to ensure that the

does ensure the accountability and system of checks among these organs.

Q10 Write an essay of two hundred words on the proposal to have an elected administration
instead of an appointed administration.

Answer. The political executive is considered as the surfacing level of the administration within
the executive realm of the governance. The political executive is divided into: temporary
executive and permanent executive. The latter one is not the elected branch of the executive
but they are appointed through the civil service examinations at central and state level. The
procedure of examination results in the formation of one “elite eco-chamber” of the citizens that
are responsible for the administration which often results in the “bureaucratic authoritarianism”.

The creation of such group minimises the degree of augmentational participation of the
underprivileged sections of the society which in turn empowers the viewpoint that, “Meritocracy
indeed is a myth”. The representation within such organs is limited to some sections of the

association with these societal groups with are subject to state sponsored oppression. The
creation of elected administration can uphold the principle of democratic participation and
conduct within the bureaucracy also and will have a definite impact upon the regressive policies
of the state.
