In the social environment groups of people or communities may have
the experience of being excluded. Their marginalisation can be because
they speak a different language, follow different customs or belong to
a different religious group from the majority community. They may also
feel marginalised because they are poor, considered to be of ‘low’ social
status and viewed as being less human than others. Sometimes,
marginalised groups are viewed with hostility and fear. This sense of
difference and exclusion leads to communities not having access to
resources and opportunities and in their inability to assert their rights.
They experience a sense of disadvantage and powerlessness vis-a-vis

more powerful and dominant sections of society who own land, are
wealthy, better educated and politically powerful. Thus,
marginalisation is seldom experienced in one sphere. Economic, social,

Private companies, contractors, business persons, in order to make
higher profits, resort to unfair practices such as paying workers low
wages, employing children for work, ignoring the conditions of work,
ignoring the damage to the environment (and hence to the people in
the neighbourhood) etc. A major role of the government, therefore, is
to control the activities of private companies by making, enforcing and
upholding laws so as to prevent unfair practices and ensure social
justice. This means that the government has to make ‘appropriate
laws’ and also has to enforce the laws. Laws that are weak and poorly
enforced can cause serious harm.

समाज म भी ऐसे समूह या समुदाय हो सकते ह िज बेदख़ली का अहसास रहता है । उनके
हािशएकरण की वजह यह हो सकती है िक वे एक अलग भाषा बोलते ह, अलग रीित– रवाज
अपनाते ह या ब सं क समुदाय के मुकाबले िकसी दू सरे धम के ह। वे अपनी गरीबी के कारण,
सामािजक है िसयत म ‘कमतर’ माने जाने की वजह से और शेष लोगों के मुकाबले कमतर मनु
के प म दे खे जाने की वजह से खुद को हािशए पर महसूस करते ह। कई बार हािशए पर
समुदायों को लोग दु नी और डर के भाव से भी दे खते ह। अलग–थलग िकए जाने का यह
अहसास समुदायों को संसाधनों और मौकों का फ़ायदा उठाने से रोक दे ता है । फल प
हािशए पर समुदाय अपने अिधकारों के िलए आवाज़ उठाने म चूक जाते ह। उ समाज के ऐसे
ताकतवर और भावशाली तबकों के मु काबले श हीन और पराजय का अहसास रहता है
िजनके पास ज़मीन है , धन–दौलत है , जो ादा पढ़े –िलखे और राजनीितक प से ादा
ताकतवर ह। इसका मतलब यह है िक हािशएकरण िकसी एक ही दायरे म महसूस नही ं होते
ब आिथक, सामािजक और राजनीितक सभी दायरे समाज के कुछ तबकों को हािशए पर
महसूस करने के िलए िववश करते ह।

चाहे बाज़ार हो, द र हो या कोई कारख़ाना हो—ब त सारी ितयों म लोगों को गलत तौर–
तरीकों से बचाने के िलए क़ानून ज़ री होते ह। कुछ िनजी कंपिनयाँ , ठे केदार, वसायी आिद
ादा मुनाफ़ा कमाने के च र म गलत हथकंडे भी अपनाने लगते ह। उदाहरण के तौर पर वे
मज़दू रों को कम मे हनताना दे ते ह, ब ों से काम करवाते ह, काम की ितयों पर ान नही ं
दे ते या पयावरण का ख़याल नही ं रखते और इस तरह आस–पास के लोगों को भी नु क़सान
प ँ चाते ह। ऐसे म सरकार की एक अहम िज़ ेदारी यह बनती है िक वह उन िनजी कंपिनयों
के गलत तौर–तरीकों को रोकने और सामािजक ाय दान करने के िलए क़ानून बनाए, उनको
लागू करे और उन पर िनगरानी रखे। यानी न सरकार को केवल ‘सही क़ानू न’ बनाने चािहए,
ब उनको लागू भी करना चािहए। अगर क़ानून कमज़ोर हों और उनको सही ढं ग से लागू न
िकया जाए तो उससे भारी नुक़सान हो सकता है ।

जब हम इितहास या कोई कहानी िलखते ह तो उसे टु कड़ों या अ ायों म बाँ ट दे ते ह। हम ऐसा
ों करते ह? ऐसा इसिलए िकया जाता है तािक हर अ ाय म कुछ सामंज रहे । इसका
मकसद कहानी को इस तरह सामने लाना होता है िक उसे आसानी से समझा जा सके और याद
रखा जा सके। इस ि या म हम िसफ़ उन घटनाओं पर ज़ोर दे ते ह जो उस कहानी को पे श
करने म मददगार होती ह।जो इितहास गवनर-जनरलों के जीवन के इद-िगद चलता है उसम
भारतीयों की गितिविधयाँ कोई मायने नही ं रखती। उनके िलए वहाँ कोई जगह नही ं होती। तो
िफर ा िकया जाए? ज़ािहर है हम अपने इितहास का एक अलग ख़ाका बनाना पड़े गा। इसका
मतलब यह है िक अब तक िजन ितिथयों को मह िदया जाता रहा था, वे मह पू ण नही ं रही ं।
हमारे िलए नई ितिथयाँ मह पूण हो जाएँ गी।
