सामान्य निर्देश:
1. प्रश्न पत्र में छह खंड शामिल हैं –क, ख, ग, घ, ङ और च। प्रश्न पत्र में 37 प्रश्न हैं।सभी प्रश्न अनिवार्य हैं |
2. खंड क - प्रश्न 1 से 20 तक प्रत्येक 1 अंक के बहु विकल्पीय प्रश्न हैं।
3. खंड ख - प्रश्न संख्या. 21 से 24 तक अति लघु उत्तरीय प्रश्न हैं, प्रत्येक 2 अंक का है । प्रत्येक प्रश्न का उत्तर 40 शब्दों
से अधिक नहीं होना चाहिए।
4. खंड ग में Q.25 से Q.29 लघु उत्तरीय प्रश्न हैं, जिनमें से प्रत्येक के लिए 3 अंक हैं। प्रत्येक प्रश्न का उत्तर 60 शब्दों से
अधिक नहीं होना चाहिए।
5. खंड घ - प्रश्न संख्या. 30 से 33 तक दीर्घ उत्तरीय प्रश्न हैं, प्रत्येक 5 अंक का है । प्रत्येक प्रश्न का उत्तर 120 शब्दों से
अधिक नहीं होना चाहिए।
6. खंड- ङ - प्रश्न संख्या 34 से 36 तक स्रोत आधारित प्रश्न हैं और तीन उप प्रश्न प्रत्येक 4 अंक के हैं। प्रत्येक प्रश्न का
उत्तर 100 शब्दों से अधिक नहीं होना चाहिए।
7. खंड च - प्रश्न संख्या. 37 मानचित्र आधारित है , जिसमें दो भागों के साथ 5 अंक हैं, 37ए इतिहास से (2 अंक) और
37बी भग ू ोल से (3 अंक) है ।
8. प्रश्न पत्र में समग्र रूप से कोई विकल्प नहीं है । हालाँकि, कुछ प्रश्नों में आंतरिक विकल्प प्रदान किया गया है । ऐसे
प्रश्नों में से केवल एक विकल्प का ही प्रयास करना होता है ।
9. इसके अतिरिक्त, जहां भी हो, प्रत्येक अनभ ु ाग और प्रश्न के साथ अलग-अलग निर्देश दिए गए हैं |
General Instructions:
1. The question paper comprises of six sections – A, B, C, D, E and F. There are 37 questions in the
Question papers. All questions are compulsory.
2. Section A – From questions 1 to 20 are MCQs of 1 mark each.
3. Section B – Question no. 21 to 24 are Very Short Answer Type Questions, carrying 2 marks each.
Answer to each question should not exceed 40 words.
4. Section C contains Q.25 to Q.29 are Short Answer Type Questions, carrying 3 marks each. Answer
to each question should not exceed 60 words.
5. Section D – Question no. 30 to 33 are long answer type questions, carrying 5 marks each. Answer to
each question should not exceed 120 words.
6. Section-E - Questions no. from 34 to 36 are case based questions with three sub questions are of 4
marks each. Answer to each question should not exceed 100 words.
7. Section F – Question no. 37 is map based, carrying 5 marks with two parts, 37a from History (2
marks) and 37b from Geography (3 marks).
8. There is no overall choice in the question paper. However, an internal choice has been provided in
few questions. Only one of the choices in such questions have to be attempted.
9. In addition to this, separate instructions are given with each section and question, wherever
necessary.

चीन की संसद को कवांगुओ रे ममिन दाइवियाओ दाहुई (नेशनल पीपल्स कांग्रेस) कहते हैं। चीन की

लोगों के लिए पार्टी की बैठकों में जाना अनिवार्य था। सरकारी स्कूलों के अध्यापक अपने छात्र छात्राओं
के माँ-बाप से पीआरआई के लिए वोट दे ने को कहते थे। मीडिया भी जब-तब विपक्षी दलों की आलोचना
करने के अलावा उनकी गतिविधियों को नज़रअंदाज ही करती थी। कई बार एकदम अंतिम क्षणों में
मतदान केंद्रों को एक जगह से हटाकर दस ू री जगह कर दिया जाता था जिससे अनेक लोग वोट ही नहीं
डाल पाते थे। पीआरआई अपने उम्मीदवारों के चन ु ाव अभियान पर काफ़ी पैसे खर्च करती थी। चीन के
चन ु ावों में लोगों के सामने कोई वास्तविक और गंभीर विकल्प ही नहीं होता। लोगों को शासक दल या
उसके द्वारा स्वीकृत उम्मीदवारों को ही वोट दे ना होता है । क्या हम इसे मनपसंद चन ु ाव कह सकते हैं?
मैक्सिको के मामले में ऐसा लगता है कि कहने को विकल्प होते हुए भी असल में वहाँ की जनता के पास
कोई दस ू रा विकल्प न था। किसी भी तरह वहाँ शासक दल को पराजित नहीं किया जा सकता था, लोगों
के चाहने पर भी नहीं। वहाँ हुए चन ु ाव निष्पक्ष नहीं थे। लोकतंत्र के लिए सिर्फ चन ु ाव कराना ही पर्याप्त
नहीं होता। चन ु ाव में एक से ज्यादा असली राजनैतिक विकल्पों के बीच चन ु ने की स्थिति भी होनी
चाहिए। लोगों के पास यह विकल्प रहना चाहिए कि वे चाहें तो शासक दल को गद्दी से उतार दें ।

In China, elections are regularly held after every five years for electing the country's
parliament, called Quanguo Renmin Daibiao Dahui. The National People's Congress has
the power to appoint the President of the country. It has nearly 3,000 members elected
from all over China. Some members are elected by the army. Before contesting elections,
a candidate needs the approval of the Chinese Communist Party. Only those who are
members of the Chinese Communist Party or eight smaller parties allied to it were
allowed to contest elections held in 2002-03. The government is Since its independence in

never been under a military or dictator's rule. But until 2000 every election was won by a
party called PRI. Opposition parties did contest elections, but never managed to win.

sufficient. The elections must offer a real choice between political alternatives. And it
should be possible for people to use this choice to remove the existing rulers, if they wish
so.
