Asia and balancing its relations with China.

and the republics of Kazakhstan and Turkmenistan.
vi) Russia supports India’s nuclear energy plants and assisted India’s space
industry. For example, Russia has provided the cryogenic rocket when India
needed it.

21 B The two positive features of the Soviet system were:
i) A minimum standard of living for all citizens was ensured by the Soviet state.

ii) Subsidised basic necessities including health, education, child care and other

The two negative features of the Soviet system were:

i) The Soviet system was very bureaucratised and authoritarian in nature.

ii) Authoritarianism meant the absence of democracy and freedom of speech
which angered the people.

iii) The Soviet economy witnessed economic stagnation.
iv) State Treasury had spent a huge fortune on building and maintaining
nuclear arsenals and in developing its satellite states in East Europe and within
the Soviet system. It turned into a large economic burden and the facilities to
the people were reduced.

c) Limiting the role of UN to development and humanitarian work.
India should be given a permanent membership in the UN Security
Council due to following reasons:
i) Greater role of UN in maintaining world peace and security.
ii) India is the most populous country which constitutes l/5th of the population of
the world.
iii) India is also the world’s largest democracy.
iv) India actively participated in UN’s programmes and played a material role in
keeping and managing peace and cooperation.
v) The regular financial aid to UN and evolution of its economy also support
India’s desire to be the permanent member.

27 B The United Nations was established in 1945 after the end of Second World War
as a successor to the League of Nations. The United Nations Charter was
signed by 51 states for setting up of UN. The basic aim was to achieve what
League of Nations was not able to achieve during the first World Wars. The
other objectives of UN are:
1. Prevention of conflicts and facilitating cooperation among nations.
2. To stop conflicts among states resulting into war and if it takes the shape
of war, to limit the effects of war.
3. To reduce the reasons for conflict by bringing the countries together for
improving social and economic- development all over the world.

UN Structures and Agencies
UN includes many different structures for dealing with different issues. The
issue relating to war and peace, and differences between member states are

dealt by discussion in General Assembly as well as in the security council. The
other issues such as social and economic are dealt by a number of agencies
which include:

i) Acceptance of political and social claims of the backward castes: As a
result, all political parties supported reservation for OBCs in education and
employment.
ii) Role of state-level parties: The role of state-level parties in governance of
the country has been recognised. The gap between centre and state level
parties decreased. State level parties are sharing power at central level and has
been playing central role in the politics of the country for the last two decades
iii) Focus on pragmatic consideration: Most of the political parties’ emphasis
on practical considerations rather than ideological positions. The Coalition
politics has shifted political alignments from ideological differences to power-
sharing agreements.
IV) New economic policies: Most political parties came to support the new
economic policies as they believed that these policies would lead the country to
prosperity and a status of economic power in the world.

28 B Multiparty system is better because of the following reasons: -

1. No place for dictatorship: Even if a party enjoys full majority, it cannot
function as dictator. The Parliamentary democracy has many provisions to
discourage dictatorship.
2. Multiple choices to voters: Since 1989 elections, voters have choices
about whom they want to cast their votes.
3. True reflection of public opinion: Parliament is the reflection of people. In
case of multi-party systems. Parliament becomes a true reflector of people
because diversity of culture, language is noticeable in Parliament.
4. In case no single party gets majority then some parties may form a coalition
Government.
5. Every aspirant gets a chance to be a member of the Parliament.
6. The gap between National and State parties reduces and mutual co-
operation increases. (Any four points)
29 A i) After Independence and partition, our leaders felt that carving out states on 6
the basis of language might lead to disruption and disintegration. It was also
felt that this would draw attention away from other social and economic
challenges that the country faced
ii) The formation of Andhra Pradesh spurred the struggle for making of other

states on linguistic lines in other parts of the country.
iii) These struggles forced the Central Government into appointing a States
Reorganization Commission in 1953 to look into the question of redrawing of
the boundaries of states. The Commission in its report accepted that the
boundaries of the state should reflect the boundaries of different languages.
iv) Linguistic states and the movements for the formation of these states
changed the nature of democratic politics and leadership in some basic
ways.
v) The path to politics and power was now open to people other than the small
English-speaking elite.
vi) Linguistic reorganization also gave some uniform basis to the drawing of
state boundaries. It strengthened national unity. Above all, the linguistic
states underlined the acceptance of the principle of diversity.

29 B At the time of India’s independence, there were 565 princely states.
Immediately after partition communal violence was at its culmination. In this
environment, the government’s approach towards princely states was guided by
following three considerations:

i) Firstly, the people of most of the princely states clearly wanted to become
part of the Indian union.

ii) Secondly, the government was prepared to be flexible in giving autonomy to
some regions. The idea was to accommodate plurality and adopt a flexible
approach in dealing with the demands of the regions.

iii) Thirdly, in the backdrop of partition which brought into focus the contest
over demarcation of territory, the integration and consolidation of the territorial
boundaries of the nation had assumed supreme importance.

Accession of Manipur:
a) After the independence in 1947, Maharaja of Manipur Bodhachandra Singh,
signed the Instrument of Accession with Indian Union on the assurance that the
internal autonomy of Manipur would be maintained. Under the pressure of
people of Manipur, Maharaja held the election in June, 1948 and state became
a constitutional monarchy.
b) Thus, Manipur was the first state to hold an election on the basis of adult
franchise. The Government of India succeeded in pressurising the Maharaja
into signing a merger agreement in September 1949 without consulting the
Legislative Assembly of Manipur This led to lot of anger and resentment in
Manipur.
30 A i) ASEAN was established primarily for accelerating the economic growth 6
through ‘social progress and cultural development,’ It still remains principally an
economic community.
ii) Though the ASEAN region as a whole is a much smaller economy compared
to the US, the EU, and Japan, however, its economy is growing much faster
than all these. This accounts for the growth in its influence both in the region
and beyond.

(iii) The objectives of the ASEAN are to create a common market and
production base within ASEAN states. ASEAN as an economic community also
committed to improving the existing ASEAN.
iv) ASEAN has focused on creating a Free Trade Area (FTA) for investment,
labour and services. The US and China have already negotiated FTA with
ASEAN.
(v) The current economic strength of ASEAN particularly its economic
relevance as a trading and investment partner to the growing Asian economies
such as India and China makes this an attractive proposition. India signed FTA
with two ASEAN members, Singapore and Thailand, and trying to sign an FTA
with ASEAN itself.
(vi) ASEAN’s strength, however, lies in its policies of interaction and
consultation with member states, with dialogue partners and with non-regional
organizations.

30 B Years after defeat in the Second World War, Japan emerged as a developed
Asian nation despite its scarce natural resources.
i) Today, it is the third largest economy in the world and is the only Asian
member of G-7.
ii) It is the second largest contributor to the UN budget, contributing almost 10%
of the total budget. It has a security alliance with the US since 1951. A per
Article 9 of the Japanese Constitution, to renounce war as a sovereign right of
the nation and the threat or use of force as means of settling international
disputes.
iii) Although Japan’s military expenditure is only 1% of its GDP, it is the seventh
largest in the world.
iv) Japanese brands such as Sony, Panasonic, Suzuki, Toyota have a
reputation for making high-technology products.
v) Japan became a member of the Organisation for Economic Cooperation and
Development (OECD) in 1964.
vi) It is the eleventh most populous nation in the world.
If it develops strategic relations with the other powerful Asian nations, Japan
may become an alternative centre of power in the world.

21 क. i. िारि और रूस के संबंध िारि की तिदेशी नीति का एक महत्िपूणि अंग हैं। इन देशों के संबंध 4
आपसी तिश्वास और आपसी साझे तहिों का इतिहास है।
ii. दोनों देश बहुध्रुिीय तिश्व की दृति रखिे हैं।
iii. इन संबंधों के कारण िारि को कश्मीर, ऊजाि आपूर्िि, अंिरािष्ट्रीय आिंकिाद की जानकारी को
साझा करने, मध्य एतशया िक पहुंच बनाने िथा चीन के साथ संबंधों को संिुतलि करने में

से हतथयार लेिी है।
v. िारि के तलए रूस महत्िपूणि है लयोंकक कि के समय रूस िारि की मदद करने के तलए िैयार
रहिा है। िारि अपनी जरूरि के तलए आिश्यक िेल रूस से आयाि करिा है।
vi. रूस, िारि की नातिकीय ऊजाि में सहायक रहिा है। उदाहरण के तलए रूस ने िारि को
जरूरि के समय क्रायोजेतनक रॉके ट उपलब्ध कराया करिाया था।

22 क. िैश्वीकरण के दो कारण–
1. संचार और यािायाि प्रोद्यौतगकी का तिकास- एक देश से दूसरे देश जाने, तिचार के प्रिाह एिं 2x2=4

2. आपसी जुड़ाि- आज हम एक दूसरे के साथ जुड़े हुए हैं। आज तिश्व के एक िाग में घटने िाली

से सत्ता-साझाकरण समझौिों में बदल कदया है।
iv) नई आर्थिक नीतियााँ: अतधकांश राजनीतिक दल नई आर्थिक नीतियों का समथिन करने लगे
लयोंकक उनका मानना था कक ये नीतियााँ देश को समृति और दुतनया में आर्थिक शति का दजाि
कदलाएाँगी।

28 ख. तनम्नतलतखि कारणों से बहुदलीय प्रणाली बेहिर है- 4x1½=6
1. िानाशाही के तलए कोई स्थान नहीं: िले ही ककसी दल को बहुमि प्राप्त हो, पर िह िानाशाही
के मागि परन्िु नहीं जा सकिी। संसदीय व्यिस्था में िानाशाही को हिोत्सातहि करने के अनेक
प्रािधान हैं।
2. मिदािाओं के पास बहु-तिकल्प होना
1989 के चुनािों के बाद मिदािाओं के पास तिकल्पों की संख्या बढ़ गई है ।
3. जनमि का सच्चा प्रतितनतधत्ि: बहुदलीय प्रणाली से संसद में संस्कृ ति, िार्षा जैसी तितिधिाओं
के कारण अलग-अलग क्षेत्र के दलों को प्रतितनतधत्ि तमलिा है और संसद में िारिीय तितिधिा
झलकिी है।
4. स्थायी सरकार की संिािना: यकद ककसी िी दल को बहुमि प्राप्त नहीं होिा िो कु छ दल
गठबंधन करके स्थायी सरकार बना सकिे हैं।

29 क. I. स्ििंत्रिा और तििाजन के बाद हमारे नेिाओं को महसूस हुआ कक िार्षाई आधार पर राज्यों 6
के गठन से अफरा-िफरी और तिघटन की तस्थति उत्पन्न हो जाएगी। यह िी महसूस ककया
गया कक इससे लोगों का ध्यान देश के सामने की अन्य सामातजक और आर्थिक चुनौतियों से
हट जाएगा।
II. आंध्र प्रदेश के बनने से देश के अन्य िागों में नए राज्यों को बनाने की मांग के तलए संघर्षि को
बढ़ािा कदया।
III. इन आंदोलनों और संघर्षों ने 1953 में राज्य पुनगिठन आयोग तनयुि करने के तलए तििश
ककया जो राज्यों की सीमाओं के पुनर्निधािरण के प्रश्न पर तिचार करे गा। आयोग ने अपनी ररपोटि
में यह स्िीकार ककया कक राज्यों की सीमाओं को तितिन्न िार्षाओं की सीमाओं का प्रतितनतधत्ि
करना चातहए।
IV. िार्षायी राज्य और उनके तनमािण के तलए आंदोलनों ने लोकिांतत्रक राजनीति एिं नेिाओं की
प्रकृ ति को मूल रूप से पररिर्ििि कर कदया।
V. इससे राजनीति और सत्ता का रास्िा अब चंद अंग्रेजी बोलने िालों की बजाय आम लोगों के
तलए खुल गया।
VI. िार्षायी संगठनों ने राज्यों की सीमाओं के तनधािरण के तलए एक आधार प्रदान ककया। इसने
राष्ट्रीय एकिा को मजबूि ककया और तितिधिा के तसिांि की स्िीकृ ति को रे खांककि ककया।

मतणपुर का तिलय
I. 1947 में स्ििंत्रिा के बाद मतणपुर के महाराजा बोधचंद्र ससंह ने िारिीय संघ में तिलय के
तलए सहमति पत्र पर हस्िाक्षर ककए कक मतणपुर की स्िायििा को बनाए रखा जाएगा।
मतणपुर के लोगों के दबाि में महाराजा ने 1948 में चुनाि करिाए और राज्य एक संिैधातनक
राजशाही बन गया।

II. इस प्रकार व्यस्क मिातधकार के आधार पर चुनाि करिाने िाला मतणपुर पहला राज्य था।
िारि सरकार तसिंबर 1949 में महाराजा पर तिलय पत्र पर हस्िाक्षर करने के तलए दबाि
डालने में सफल रही। इससे मतणपुर में व्यापक असंिोर्ष और गुस्सा था।
30 क. I. आतसयान की स्थापना मूल रूप से सामातजक प्रगति और सांस्कृ तिक तिकास के माध्यम से 4x1½=6
आर्थिक तिकास को गति देने के तलए की गई थी। तसिांि: यह अब िी एक आर्थिक संगठन
है।
II. यद्यतप समग्र रूप से आतसयान अमरीका, यूरोपीय संघ और जापान की िुलना में काफी छोटी
अथिव्यिस्था है कफर िी इसकी अथिव्यिस्था िेजी से तिकतसि हो रही है। इससे आतसयान का
अपने क्षेत्र और क्षेत्र से बाहर प्रिाि बढ़ रहा है।
III. आतसयान का उद्देश्य आतसयान के देशों के बीच एक साझा बाजार और उत्पादन आधार तनर्मिि
करना है। एक आर्थिक समुदाय के रूप में यह िििमान मे आतसयान की उन्नति के तलए प्रतिबि
है।
IV. आतसयान ने अपना ध्यान तिशेर्ष तनिेश, श्रम और सेिाओं के तलए एक मुि व्यापार क्षेत्र
तनर्मिि करने पर कें कद्रि ककया है। अमरीका और चीन ने में आतसयान के साथ मुि व्यापार
क्षेत्र तनर्मिि करने के तलए िािाि की है।
V. आतसयान की िििमान आर्थिक मजबूिी, तिशेर्ष रूप से इसकी आर्थिक प्रासंतगकिा ने इसको
िारि और चीन जैसी बढ़िी अथिव्यिस्थाओं के तलए िातणज्य और तनिेश का एक आकर्षिक
प्रस्िाि बना कदया है। िारि ने आतसयान के दो सदस्य देशों ससंगापुर और थाईलैंड के साथ
मुि व्यापार साथ समझौिे पर हस्िाक्षर ककए है और आतसयान के साथ ऐसा ही समझौिा
करने के प्रयास कर रहा है।
VI. आतसयान की िाकि सदस्य देशों िथा गैर क्षेत्रीय संगठनों के साथ िािाि और परामशि करने
की नीतियों में तनतहि है।

i) आज यह तिश्व की िीसरी सबसे बकढ़या अथिव्यिस्था है और जी-7 का एकमात्र एतशयाई सदस्य
देश है।
ii) यह संयुि राष्ट्र के बजट में योगदान देने िालों में दूसरे स्थान पर है जो बजट का 10% योगदान
के रूप में देिा है। 1951 से इसका संयुि राज्य के साथ सुरक्षा गठबंधन है। जापानी संतिधान
के अनुच्छेद 9 के अंिगिि अंिरािष्ट्रीय तििादों को सुलझाने के तलए बल प्रयोग करने या धमकी
देने अथिा युि को नकारने का संप्रिु अतधकार का प्रािधान है।
iii) यद्यतप जापान का सैन्य खचि सकल घरे लू उत्पाद का मात्र 1% है िथातप यह तिश्व का साििां
बड़ा स्थान रखिा है।
iv) जापान के कु छ ब्ांड जैसे सोनी, पैनासोतनक, सुजुकी, टोयाटा उच्च प्रौद्यौतगकी उत्पाद बनाने के
तलए प्रख्याि है।
v) जापान आर्थिक सहयोग और तिकास संगठन का सदस्य है।
vi) यह आबादी की दृति तिश्व मे ग्यारहिां स्थान रखिा है।
यकद यह एतशया के अन्य शतिशाली देशों के साथ अपने राजनीतिक संबंध तिकतसि करे िो यह
तिश्व में शति के एक िैकतल्पक कें द्र के रूप में उिर सकिा है।
